Community-based ecotourism in the Mangrove Mentawir area, Sepaku District, holds a strategic position in supporting sustainable development, particularly as a buffer zone for the new capital city (IKN). This study aims to analyze the role of local institutions in ecotourism governance and to identify practices aligned with the principles of Sustainable Development Goal (SDG) 16, namely peace, justice, and strong institutions. The research applied a deductive qualitative approach, employing in-depth interviews, observations, and document reviews as data collection techniques. Data were analyzed using qualitative descriptive methods with a focus on stakeholder mapping, including identification, profiling, role modeling, and inter-actor relationships. The findings indicate that Pokdarwis Tiram Tambun serves as the primary actor in ecotourism management; however, the sustainability of its activities remains highly dependent on central figures and external institutional support. Secondary stakeholders such as PT Inhutani, Mentawir Village Administration, and the Penajam Paser Utara Tourism Office contribute to the process, though their roles remain partial and not yet firmly institutionalized. These findings highlight the importance of multi-stakeholder forums, community capacity building, and inclusive participation to strengthen ecotourism governance. Strengthening local institutions in Mentawir is therefore not only relevant for the sustainability of the local destination but also significant in supporting the development of a resilient, just, and sustainable IKN buffer zone.
