Abstract

Volunteers are central to international conference operations, yet their episodic and non-contractual work requires adaptive management. This qualitative descriptive case study examined volunteer management at the ASEAN For The People Conference 2025. Informants comprised one volunteer coordinator and four volunteers from the Liaison Officer, Runner, Crowd Control, and Usher divisions. Data were collected through observation, semi-structured interviews, and documentation. The analysis involved data reduction, display, conclusion drawing, and verification. Source and technique triangulation supported credibility. Volunteer management covered workforce planning, recruitment and selection, orientation and training, direction and supervision, and recognition and evaluation. Placement considered experience, English proficiency, interests, personal characteristics, and role preferences. Key challenges involved speaker schedule changes, cross-party miscommunication, meal distribution, volunteer identification, fatigue, crowd congestion, and unclear recruitment-result notifications. The system supported event continuity but requires integrated cross-division communication, backup personnel, structured breaks, attendance-based meal distribution, identification for all volunteers, complete recruitment notifications, and documented post-event evaluation.
