Abstract

Tourism villages serve as an important community-based tourism strategy in supporting the local economy and destination sustainability in island regions. Ngilngof Tourism Village in Southeast Maluku Regency possesses marine, cultural, religious, and creative economy potential as a flagship attraction in the Kei Islands. This study aims to analyze the role of the pentahelix model and tourism product diversification in developing sustainable community-based tourism villages. The research employs a qualitative descriptive method with a case study approach. Data were collected through observation, interviews, documentation, and literature review involving managers, the local community, and relevant stakeholders. A SWOT analysis was used to identify internal and external factors in pentahelix-based tourism village development. The results indicate that Ngurbloat Beach serves as the destination's primary strength. Product diversification through culture, ecotourism, gastronomy, and the creative economy enhances destination competitiveness. Pentahelix collaboration plays a key role in strengthening digital promotion, amenities, and community capacity building. However, development still faces challenges such as limited digital infrastructure, human resource quality, and environmental management. The study concludes that development based on Community-Based Tourism (CBT) and pentahelix collaboration supports sustainable tourism in island regions. Future research is suggested to examine smart tourism implementation to enhance service quality and destination competitiveness.
