Abstrak

The aim is to understand strategies for women's empowerment and child protection in higher education. The research methods used by researchers are naturalistic, level of explanation, descriptive, and type of data & analysis: qualitative. The data collection technique was carried out using triangulation (combination), data analysis was inductive, and the results of qualitative research emphasized meaning rather than generalization. Sexual violence in higher education is a fact, so legal instruments are needed that can prevent sexual violence from occurring as well as handle and protect victims. In general, the Minister of Education and Culture's Regulation on PPKS is sufficient to be used as a legal instrument, but it is still necessary to think about the resistance of some parties who reject this regulation. Therefore, the Minister of Education and Culture's Regulation on PPKS needs to be revised. The next step after the revision is to socialize these regulations to the entire academic community so that all parties have the same understanding of these regulations and play a role in preventing sexual violence in the tertiary environment.
