The aim is to understand the analysis of women's empowerment and child protection in Indonesia. The research methods used by researchers are naturalistic, level of explanation, descriptive, and type of data & analysis: qualitative. The data collection technique was carried out using triangulation (combination). Legal protection for child victims of sexual violence according to positive law must be based on Pancasila in providing legal protection to members of the community. Therefore, this legal protection will give rise to recognition and protection of human rights in their form as individual and social creatures, within the framework of a unitary state that upholds the spirit of family in order to achieve social welfare. Moreover, many are also starting to realize that their educational methods that include violence are outdated. However, an anomaly arises when the threats themselves come down to the community, which in fact, other parts of the community are resistant to socialization and invitations. Because for some of these conservative people, the educational legacy of their predecessors is correct and the government has no right to interfere in the private affairs of their household, and for them taking care of children is also part of the private domain of the family.
